An appointment is mandatory for all non-emergency citizen services (passports, reports of birth abroad, notary services, etc.), except Federal Benefits.

Federal Benefits Beneficiaries
Federal Benefits beneficiaries (e.g. Social Security) may come in on Mondays from 1:00 p.m. to 3:00 p.m. without an appointment, except on Uruguayan and U.S. public holidays.
